Options C and D are out of scope. If we negate options C and D, the argument is not affected. For C, the quality of the toothpaste is not talked about. Moreover, since the argument says that the toothpaste remained the same for both the packages nothing can be assumed about a different toothpaste. For D, nothing about a different brand of toothpaste is mentioned.
