Sentence Correction (SC) | Re: The Federal Reserve announcement said

Could someone explain me why here we are using "that" twice (one after "said" and one after "and") as it is already written after "said". Don't this "that" is redundant if we use it after "and". I have solved many question where this is will and many verbs used once in parallelism question.
