In order to curb illegal fishing,
the Togolese authorities have done the following things:
1. suspended the registration of fishing vessels
2. suspended issuing of fishing licences to foreignvessels.

Vessel registration expires annually in Togo(Option B) does strengthen the argument.
The suspension of the registration of the fishing vessels which most probably
won't expire for another year and not issuing new fishing licences will stop
illegal fishing immediately.

Also, Option A is irrelevant
