There's no absolute minimum as it all depends on your entire application profile.
That said, you generally don't want to draw negative attention to your AWA and IR score. With IR - you'll want to be 4 and up out of 8. And AWA 4.0 out of 6.0.
3 is not ideal and less than that you'd be drawing negative attention to that area.
