I have a question here, how the choice E is correct, it is illogical to compare the "business fail" in clause 1 with "failure rate" in next clause.
To elborate further:-
The first portion of choice E states :- "While[b]more than half[/b] of mainstream american businesses fail" which informs and compares that more than half of mainstream american businesses fail. i.e. the quantum of business fail and not the rate at which it fails, whereas the second portion of choice E
