The confusion is between option C and D.
Though I do understand why option C could be the correct answer. I fail to understand why D cannot be correct one OR why C is better than D.
Here is my understanding of Option D -
Say, if the school had the option of accepting multiple proposals and yet they rejected all the proposal then that means they are acting negligently in accepting at least one of the proposal.
