Sentence Correction (SC) | Re: The Audubon Society and other conservation groups, concerned

Posed by the policies of the govt seems to modify environment. But i believe the phrase should present the cause and as is required after environment.
Also in option E i believe tense should be past tense rather than present tense.

Please explain.
