I think the trick is making sure the main action words are parallel. The action words are, attempting (proposed), reducing (suggested), calling (still)
Option "E" does all this, while "C" just does not. Hence E is the answer. You have got to follow the bone of the passage and discard the flesh!. See below for annotation.
