My two cents on the question!
This is a Plan of action type questions. The correct weaken answer to this type of question is of two types
1) the plan cannot be implemented or
2) the plan has side effects
Problem: People ignore symptoms of stroke at early stage and hence when they have a stroke it is accompanied by other complications such as paralysis and brain damage.
Solution: Educate people who have risk factors of stroke to get immediate treatment when they experience the symptoms.
