Sentence Correction (SC) | Re: The reason that tourists on safari are warned to keep

I narrowed it down to C and D and chose D - can anyone explain whats wrong with my reasoning?

1. X are as dangerous as Y ARE. -> imo theres not need to repeat "are"?

2. Also, I dont see any meaning error in D. Elephants are as dangerous as predators. Isnt that a legitimate comparison?
