Assuming that the spaces after 10 are exponential symbol:
A) 0.4 × 10^-3 =0.4/1000 - not between 4 and 4000

B) 40000(0.00004) = 0.4 - not between 4 and 4000

C) 0.04 ÷ 10^-6 =0.04 *10^6=40000 - not between 4 and 4000

D) 4 × 10^3 =4000 - not between 4 and 4000

E) 10^-5 ÷ 10^-7' - 10^7/10^5=100 -between 4 and 4000

Answer E.
Regarding your query - 'between' excludes end values i.e. 4 and 4000.
