I do not agree with OA for 4.

The author clearly concludes in the para 3 by saying the managers should remove the outdated and unnecessary dams. This is his main position. The next para exemplifies his main position and again at the end reinforces his position.

The author nowhere says that this is one of his main goals. There is only one goal mentioned in the passage and that is the removal of the dams.
