+1 for option C. We need to strengthen the linkage that management's refusal to budge will not cause the union to go on strike. Option C says that the management will increase the salary but not by 15% , but only by 5%. If on earlier occasions there was no strike even with a 0% hike, there are no chances of a strike with a 5% hike. Hence option C it is !!
