Critical Reasoning (CR) | Re: United States Hospitals have traditionally relied primarily on revenue

This is more of an assumption question, rather than an inference question. In answer B we draw assumption that if hospitals don't find ways to increase their profits, then they will suffer. Now the question is how far we can make assumptions in conclusion/inference questions? Dear experts, your answers would be appreciated.
