b: the sum of 30 decimals
So : E=a+10,0
S= a,b
E-S= 10 + (0-b)

b max: 08*10 + 0.9 *20 = 26
b min: 0.2*10 + 0.1 * 20 = 6

So the range of E-S = [-16,6]
