Is -b/(3a) > 1/2 ?

(1) (a+1)(a-3) = 0
a = -1, 3
Insufficient

(1) (b-1)(b-3) = 0
b = 1, 3
Insufficient

(1) and (2) together:
a = -1; b = 3
-b/(3a) = 1
a = -1; b = 1
-b/(3a) = 1/3
Insufficient
