(A) avoids the issue by focusing on supporters of the proposal
I agree that A is winning choice but here I have one confusion in understanding option A.
Here author is avoiding the issue raised by supporters of the proposal.
What I am understanding from "focusing" is that author is in favor of supporters that is exactly not.

Please help to get out of this doubt cloud.
