As to why it could not be C, the the management itself if not planning to expand to those areas, but the company is planning to expand there. Therefore, when the pronoun it is used in C, the meaning could be ambiguous whether the management plans to go there or the company. D has clearer intention that the company is going there. My two cents on it but could be wrong.
