Reading Comprehension (RC) | The recently-implemented Small Enterprise Development Program

Not happy with the answer to the 3rd question. C looks to be the answer. Nowhere in the 1st and 2nd para is the RC analyzing but only describing what the program does and how it helps small enterprises.
