Sentence Correction (SC) | Re: The candidate, fresh from a series of primary victories, not only prom

The candidate promised........, if she wins

Could anyone explain me sentence construction?
Comma before if is not required and use of present tense verb in if clause with past simple in main clause.

Please help to understand this.
