Using the two "had"s in D) sounds unbelievably awkward. While I can understand the reasoning behind the choice, no decent writer would write a sentence that way in real life. I also disagree that the past perfect is strictly necessary there--I would call it optional. Choice C) is definitely the most natural-sounding. I think there's a good reason that this is not an "official" GMAT question.
