I think the answer should be A itself, as it offers a correct parallel structure. Where as in C, "they" has no referent.

1. CORRECT parallel structure
2. in the latter stages changes the intended meaning
3. ‘they’ has no referent.
4. ‘not to’ breaks the parallel structure.'so as to' is wrong
5. Missing ‘to’ after ‘and’ breaks the parallel structure.'so as to' is wrong
