it became a landmark deal by signing, therefore to convey the correct intended meaning, showing reason the preposition 'in' has to be used, to show that it was the commitment which made it a landmark deal. 'to reduce' is better than the other wordier forms.

2. 'on the reduction of' is wordy
3. 'at its 1973 signing' does not convey the reason properly.
4. landmark deal for the commitment does not convey reason properly
5. the deal was not a landmark deal when it was signed.
