Completely agree. Still cannot figure out how to eliminate option D. The conclusion is -The government is not guilty of fiscal wastefulness. However, should the projects end up joining the stock of facilities available for leasing, the government can be held responsible for fiscal wastefulness and the argument would fall apart. There is also no mention of the fact that the government projects will meet the requirements uponcompletion
