Breaking (D) into two parts. The executive is not even addressing the issue of distraction. He just says that his device is safer because it is easier to use. He is also not generalizing that all devices are same. In fact, he is saying that his device is different.
(B) Fails to address the substantive point of the criticism that it is responding to
The substantive point is that the devices are a distraction and the executive failed to address this point.
