I think this is a very poor question because you can eliminate A and C based on outside knowledge, but some of us had no idea that the medal of honor was still the US' highest military award; therefore, I eliminated B, D and E because they change the meaning (the prompt says it was the nation's highest military award, but OA says it is, which changes the meaning unless you knew it was still the highest military award and therefore you could conclude that use of past tense was incorrect).
